REQUEST FOR PROPOSAL (RFP)

MARKET ANALYSIS & FEASIBILITY STUDY

For SAUK-SUIATTLE INDIAN TRIBE

 I.  Statement of Intent

The Sauk-Suiattle Indian Tribe is seeking proposals from qualified consultants to develop a comprehensive market analysis and feasibility study of potential economic ventures to open near Darrington, Washington.

II.  Qualifications and Format

Consultant must have demonstrated experience in analysis and implementation of economic development projects in addition to first-hand experience in data collection and analysis. Consultant must have knowledge and an understanding of various economic ventures to include, but not limited to, gaming operations.

 The proposal must detail the time and costs that will be required to complete any proposed project(s).

III.  Assumptions and Agreements

 This market analysis and feasibility study must be completed by October 31, 2008.

 IV.  Evaluation Criteria

 A.  Bidder’s specific plan to meet the objectives of the Sauk-Suiattle Indian Tribe.

 B. Demonstrated experience in all areas relative to economic development.

 C. Ability to provide specific recommendations and scenarios based on findings established through collection of data, statistical analysis and evaluation.

 D. Ability to provide projected costs for all recommendations and scenarios.

 V.  Financial Terms of Contract

 A not-to-exceed cost for the entire study shall be supplied.

 VI.  Proposal Submission

 The Sauk-Suiattle Indian Tribe reserves the right to reject any and all responses on any basis and without disclosure of reason. The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by any unsuccessful bidder against the Sauk-Suiattle Indian Tribe. The entire original proposal shall be delivered no later than 4:30 p.m. August 8, 2008, addressed to:

 Late or fax submittals will not be accepted. The proposal, including all price quotes, shall remain firm for a period of 90 days from the proposal due date.
